§ Mr. FORSTERThe principle is that of making good any direct and substantial loss caused to the farmer by the military occupation. In disputed cases the amount to be paid is determined by the Defence of the Realm Losses Royal Commission, and on this point I would refer the Noble Lord to paragraph 8 of their Interim Report dated the 19th September last (Cd. 8359).
