asked the Secretary of State for War whether his attention has been called to a circular letter issued from the Royal Army Clothing Department depot in Leeds, signed by Colonel Malcolm, practically repudiating the inspectors appointed by the War Office Contracts Department; will he say by whom this circular letter was authorised; and what steps he proposes to take to remove the wrong impression caused among contractors by the same?
