asked the Secretary of State for War if he will issue an order to the effect that special attention be drawn to the granting of leave to such soldiers who have been twelve months and over without any furlough and so remove what is becoming a source of discontent?


I do not see my way to issue such an order. The grant of leave is, as has frequently been stated, vested in the Commander-in-Chief, who is, and always has been, desirous that all possible leave compatible with military exigencies shall be given. I am afraid that this is all I can say in the matter.
