Friend no doubt refers to the War Trade Advisory Committee appointed to advise on the restriction of the enemy's supplies, to co-ordinate the administration of the War Trade Department, the Contraband Committee, and the Enemy Exports Committee, and to advise the Cabinet on questions of policy arising from the work of these bodies.
