asked the Home Secretary at what date or dates the experiments upon living animals with chlorine gas alluded to by Mr. Leonard Hill were performed; when and where and by whom was the dog mentioned by Mr. Hill as experimentally poisoned by us so experimented upon; under what licence or certificate was such experimnt performed; whether Mr. Hill himself holds a licence and certificates, one or both, under the Cruelty to Animals Act, 1876, and, if so, what is the date or dates of such licence and certificates, respectively; and what are the names of the President of the Royal Society and the Professor of Physiology, London University, respectively, who signed the certificates authorising the experiments in question?
§ Mr. BRACE
The experiments upon living animals with chlorine gas by Dr. Flack were performed between 2nd July and 22nd July, 1915. The experiment on the dog mentioned in the question was performed by Dr. Kuno, at University College. It was performed on 26th July, 1915, under licence alone; no certificate was required, as the animal was anaesthetised during the whole of the experiment. Mr. Hill holds a licence, which was granted on 8th January, 1891, and a Certificate C, which was given in January, 1904. Dr. Flack's certificate was duly signed by the President of the Royal1132W Society and the Professor of Physiology in the London University. I do not think any useful purpose would be served by giving the names.
