asked the Secretary of State for Foreign Affairs whether any explanation has been offered by the British Consul at Dunkirk as to his action in persistently refusing assistance to the British subject, George Lads, who had been arrested by the French police on 13th January last in that town; and whether the repeated refusal of the British Consul at Dunkirk to assist this man in obtaining a regulation permis de sejour was the cause of his arrest and detention?
