§ Mr. BIRRELLThere has been no such decision as is suggested in the question. The effect of the judgment of the High Court in the case referred to was stated in the reply I gave to the hon. Member on the 15th ultimo, and I have nothing to add to the last paragraph of that reply as to the desirability of legislation in the matter.
