§ Mr. MONTAGUA decision on the recommendations referred to has been unavoidably delayed pending the consideration of certain questions affecting somewhat similar classes of employés in other Departments. I hope to be in a position to settle the latter questions shortly, and a decision on the case of the launchmen will then be taken at once.
