§ Mr. HOBHOUSEAn application for a licence made to a postmaster by post has to be accompanied by a stamped envelope if the applicant desires the licence to be despatched to him by post. If a person desires to save himself the trouble of personal attendance, it is but reasonable that he should pay postage for the convenience.
