§ Mr. McKENNAI have consulted the judge and the Commissioner of Police, and I agree that the latter is not in a position at present to certify Morgan to be a fit and proper person to be licensed as a motor-cab driver. If Morgan will make an application within twelve months from the date of cancellation of his licence, the Commissioner, as the licensing authority, will be prepared to consider his application.
