asked the Secretary to the Treasury whether the Board of Customs and Excise propose to fill the vacancy for a senior clerk in the Statistical Office; whether he can state the reasons for delaying the appointment; and whether it is the intention to promote a member of the Statistical Office staff to fill the vacancy, having regard to the statement of the chairman of the Board of Customs and Excise before the Royal Commission on the Civil Service, in reply to question 14,154, to the effect that the run of promotion for a junior clerk is straight up the office to senior clerkship?
