§ Mr. JOWETTasked the Secretary to the Treasury why assistant clerks, new class, in the General Register and Record Office of Shipping and Seamen when promoted to the second division have to forfeit allowances of £20, whilst assistant clerks, new class, in the Customs and Excise Department retain allowances of £30 on promotion to the same grade?
§ Mr. MONTAGUThe clerks in the Seamen's Registry have been treated in accordance with the rule universally applied in all Departments, except in the Customs and Excise, where especial circumstances led the Treasury many years ago to make an exception to the general rule.
