asked the Under-Secretary of State for India what steps are being taken to enable the owners of 13,213 chests of opium awaiting entry into China to dispose of their opium according to their implied or express contract with the Government of India?

I can add nothing to the reply given a week ago. The steps taken have consisted of representations to the Chinese Government from time to time.
