§ Mr. HERBERT SAMUELThe power of nominating managers of the Sick Asylum District by the Local Government Board has been regularly exercised since 1908. Three members have been nominated out of a total number of fifteen managers. The system has proved of value, and I am not aware of any sufficient reason for discontinuing it.
