§ Mr. HOBHOUSEI have no information as to the number of foreign lottery circulars sent in closed letters; and the contents of these closed letters are, of course, unknown to the Post Office. Any foreign lottery circulars observed in the open post are stopped. The Post Office is not empowered to take any further action in the matter. I am considering the necessity of further legislation.
