asked the Secretary of State for the Home Department whether, under the Established Church (Wales) Bill, it is intended that the county councils should be enabled to use the Church funds allotted to them for the relief of the ordinary rates without undertaking any new scheme?


The conditions governing the application of property transferred to the county councils by the Bill are laid down in Clause 19, and it is clear that such abuses as the Noble Lord seems to contemplate will be impossible under the terms of that Clause.
