asked the President of the Board of Education whether, in view of the fact that, under the permissive provisions of the Elementary Education (Defective and Epileptic Children) Act, 1899, only fifty-one out of 308 local education authorities in England and Wales have established schools or classes for mentally defective children, and only some 12,000 children are attending such classes out of 48,000 estimated by the chief medical officer of the Board of Education to require such accommodation, he proposes to introduce a measure to make the adoption of the Elementary Education (Defective and Epileptic Children) Act, 1899, compulsory on all local education authorities?
