§ Mr. CHURCHILLThe War Staff was designed to provide a body of officers so trained as to qualify them for employment at the Admiralty, on the staffs of Commanders-in-Chief, or other flag officers, in squadrons, torpedo or submarine flotillas, and at naval bases, in such numbers as the Admiralty may from time to time decide.
