§ Mr. HERBERT SAMUELThe postal rates between the United Kingdom and Bavaria, in common with all other European and most extra-European countries are not the outcome of negotiations, but are governed by the provisions of the International Postal Union Convention. The parcel post service is governed by an agreement between the British and the Imperial German Post Offices.
