§ Mr. RUNCIMANThe answer to the first part of the question is in the affirmative. With reference to the second part of the question I would refer my hon. Friend to the answers I gave to the hon. Member for the Newport Division of Shropshire on the 19th and the 26th February. I may add that I have recently had the advantage of discussing the subject with a deputation of the Central Chamber of Agriculture.
