§ Mr. RUNCIMANAn order has recently been issued with the twofold object of reducing the extra attendance which it is necessary for the foremen to give over and above the ordinary official hours, and of equalising their obligations in regard to such attendance. But the ordinary hours of attendance have not been reduced, and it is not proposed to make any alteration in this respect as regards the staff as a whole.
