§ Mr. HERBERT SAMUELIt is necessary to insert an indication in deferred telegrams to distinguish them from telegrams paid for at the ordinary rate. The International Telegraph Convention provides for the charging of supplementary indications as one word, and it would not be desirable to make an exception from the ordinary practice in the case of deferred telegrams.
