Mr. LANSBURY

asked the President of the Local Government Board whether his attention has been called to the fact that E. Spelman, of King's Road, Thame, duly made a declaration under the Vaccination Act, 1907, but inadvertently failed to send it to the vaccination officer until one day beyond the seven days allowed by the Act for the transmission of such certificates; and whether, under the circumstances, he will instruct the officer to accept the declaration?

I have caused inquiries to be made into this matter, and learn that Mr. Spelman obtained a certificate of exemption on the 21st November last, but failed to deliver it to the vaccination officer, who lives next door but one to him, till the 30th November, when he sent it by post. I have informed the vaccination officer that in my opinion this is not a case in which proceedings should be taken.
