§ Mr. J. A. PEASEI am aware of the difficulty at present existing, referred to in my hon. Friend's question. I regret I do not see my way at present to the introduction of legislation to remedy this particular grievance. The proper time to deal with it will be when the Government introduces legislation to deal with the other difficulties created by the Act of 1902.
