§ Mr. UREI am informed that, during the year 1910 thirty-eight foreign trawlers were seen fishing in the Moray Firth on 234 occasions, and four foreign trawlers were seen on five occasions fishing within the three-mile limit or within territorial waters as defined by the Convention of 1882.
