asked the Secretary of State for the Home Department, whether he will stipulate, in approving the new contract for detached buildings in connection with the Essex; County Asylum works, near Colchester, that local men shall be employed, and that, so far as is possible, all timber shall be bought locally and prepared on the works in order to avoid causing unemployment among the fifty local joiners now employed by the present contractors?

I have not yet received the contract. I will make inquiries on the subject, but I doubt if it would be within my power to require the insertion of such a condition as the hon. Member suggests.
