asked the First Lord of the Admiralty whether his attention has been called to the case of leading-signalman Thomas Black, of H.M.S. "Scorpion," punished by warrant at Parkeston on the 9th instant; whether the punishment then inflicted was after due trial as laid down in the Regulations; whether; Black's request to be allowed to lay his case before the Commodore was refused, and, if so, properly refused; and whether he proposes to cause any inquiry to be held as to the circumstances of Black's offence, trial, and punishment?

There is at present no information at the Admiralty on this matter, but full inquiry will be held regarding it.
