§ Mr. HALDANEThis officer's qualifications for promotion to the rank of Major-General were more than once considered by the Selection Board, who were unable to recommend him for such promotion. After close consideration of the case I approved of his supersession. I have no doubt as to the correctness of the decision, and I am not prepared to institute any inquiry such as is suggested. The characters and reputations for ability of Major-General Sir Charles Hadden and Major-General Brunker require no fresh testimony for those competent to judge.
