§ Mr. WARDLEasked whether a different basis for estimating the cost of living in order to ascertain the classification of towns has been adopted in Scotland from that operating in the rest of the United Kingdom; and, if so, why?
§ Mr. HERBERT SAMUELThe answer to the first part of the hon. Member's question is in the affirmative. The late Mr. Wilson Fox, as representative of the Board of Trade, explained the reasons which led to the adoption of the separate cost of living standard for Scotland in the evidence which he gave before the Parliamentary Committee. I would refer the hon. Member to the Minutes of Evidence (7248).
