asked the Secretary for War whether he has received any complaints as to the rates for wages paid to the navvies and labourers employed by the contractors upon the construction of the new barracks at Redford, near the Firth of Forth; what was the rate of wages complained of; and what rate his Department has now settled upon as fair for that district within the terms of the Fair-Wage Resolution of the House of Commons?

A complaint was received that in some cases labourers employed under the contract for the foundations of the new barracks at Redford, a few miles from Edinburgh, were not receiving the rate claimed for such work in Edinburgh. The matter was not free from difficulty, but to prevent the recurrence of any doubt the payment of the recognised Edinburgh rates has been stipulated for in the contract just made for the erection of the buildings.
