§ Mr. BIRRELLI am informed that Mr. James T. O'Connor was appointed to the magistracy for the county Kerry on the 7th of June, 1907, and was sworn in as a magistrate on the 10th of the same month. He was appointed by the late Lord Chancellor upon his own responsibility. The answer to the concluding paragraph is in the negative.
