Mr. RICE

asked the Chancellor of the Exchequer whether he is aware that difficulties and misunderstandings are arising through the land valuation officers adopting the practice of making their claims and carrying on negotiations with owners verbally and by telephone; and whether he will issue instructions for all claims and notices to be served in writing, and that where verbal negotiations are carried on notes should be taken and initialled by both parties concerned?
