asked the Secretary to the Treasury whether, in view of the fact that a change has been made in the scale of salary of Class 1 clerks of the secretariat of the Admiralty, which will not be reported to this House until the Navy Appropriation Account, 1911–12, is presented in nearly two years' time, he will give an undertaking that no alterations in the scales of salaries of any of the higher positions of the Civil Service will be made until the change has been reported to the House in the Estimates concerned, and attention drawn to it by means of a footnote or otherwise?

The change in the scale referred to will be shown in the Navy Estimates, 1912–13, which will come before Parliament in February or March next.
