Mr. SHEEHAN

asked the Chief Secretary whether he is aware that Mr. Quinlan, chairman of the Tipperary (No. 2) Rural District Council, recently adjudicated at the Hospital Petty Sessions, county Limerick; whether any of this petty sessions district comes within the above district council area; and, if so, will he explain whether Mr. Quinlan can exercise his magisterial functions in Hospital?

Mr. BIRRELL:

Mr. Quinlan is chairman of the Council of the Tipperary (No. 2) Rural District, which lies wholly within the Newpallas Petty Sessions District, but I understand that, besides being a magistrate in virtue of his office, he is also an ordinary county magistrate. The question whether he was entitled in the latter capacity to sit at the Hospital Petty Sessions is being considered by the Lord Chancellor.
