asked the First Commissioner of Works why parties of school children and others are no longer allowed to visit the Clock Tower; whether the new order is due to the unsafe condition of the steps; and, if so, why Members of this House are still permitted to use them?

Mr. HARCOURT:

There has been no new order governing admission to the Clock Tower, the access to which is perfectly safe. Apart from Members of Parliament, who may wish to conduct a few friends up the Tower, permission is now, as formerly, limited to students of horology. An increase in the facilities is undesirable, as it would involve the appointment of a special staff for purposes of supervision.
