The preparation of a pension scheme involves preliminary actuarial investigations of a complex character based upon a careful survey of the records of past and present teachers in Scottish schools. The work of obtaining and tabulating these records is itself very considerable. It is not, therefore, possible at present to make such a statement as my hon. Friend desires.
