§ Mr. BIRRELLThe lowest tender was not accepted, as it was considered by the board of guardians as being practically that of the father of the man who sent it in, a former milk contractor whose contract the guardians had cancelled with the approval of the Local Government Board. The clerk of the union estimaes the difference between the lowest tender and that accepted as about £240 in the three years covered by the contract.
