§ Sir E. STRACHEYThe matter to which the hon. Member refers is one which is engaging the Board's attention. A notice on the subject was issued to shipowners in 1908, of which many thousands of copies have since been distributed. The Board are considering the advisability of making further representations on the subject to those concerned.
