asked the Secretary of State for Foreign Affairs whether any concession for the finance and construction of the proposed Chinchow-Aigun Railway has been granted to either American or British firms; and, if not, on what grounds can His Majesty's Government refuse to give diplomatic assistance to further the scheme in the interest of British industry.

Information has reached us to the effect that a concession for the finance and construction of the Chinchow-Aigun Railway has been granted to American and British firms. I have repeatedly explained our position with regard to the matter in answer to previous questions.
