Scheme under the Agricultural Development Act, 1939, supplementing the Scheme approved by the House on August 3 last, for the making of subsidy payments to growers of barley in the United Kingdom:

Laid before the House (pursuant to Act) for affirmative Resolution, and referred to the Special Orders Committee: the Committee to meet forthwith.

Report from the Special Orders Committee: That they have examined the Supplementary Scheme as required by the Standing Orders of the House; that in their opinion the provisions of the Scheme raise important questions of policy and principle; that they comply with the terms of the Agricultural Development Act, 1939, under which the Scheme is submitted for approval; that the Scheme is founded on precedent inasmuch as it is supplementary to a Scheme which has already been approved by the House; that in the opinion of the Committee the Scheme cannot be passed by the House without special attention, but that no further inquiry is necessary before the House proceeds to a decision on the Resolution to approve the said Scheme:
