Report from the Special Orders Committee, That they have examined the Regulations as required by the Standing Orders of the House: That the Lord Ponsonby of Shulbrede, Parliamentary Secretary to the Ministry of Transport, attended the Committee: That in their opinion the provisions of the Regulations raise a question of principle: That the provisions of the Regulations are not founded on precedent: That in their opinion the Regulations cannot be passed by the House without special attention, but that no further inquiry is necessary before the House proceeds to a decision upon the Resolution approving the said Regulations: Read, and ordered to lie on the Table.
