§ Report from the Special Orders Committee that they have examined the Special Order as required by the Standing Orders of the House, and having heard the Registrar General and a representative of the Scottish Office, beg to report—
- 1. That the Committee is only concerned with Paragraph 13 of Part II of the Second Schedule to the Order,
421 inasmuch as it is only in respect of that paragraph that an affirmative Resolution of the House is required; - 2. That the provisions of the said paragraph require particulars to be given in Scotland as to the right to medical benefit under the National Health Insurance Acts;
- 3. That in the opinion of the Committee the provisions of the said paragraph do not raise any important question of policy or principle;
- 4. That in the opinion of the Committee the provisions of the said paragraph are founded on the precedent of Paragraph 15 of Part II of the Second Schedule to the Census Order, 1920;
- 5. That in the opinion of the Committee, having regard to all the circumstances, the Order, including the said paragraph, can be passed by the House without special attention, and that no further inquiry is necessary before the House proceeds to a decision upon the Resolution approving the said Order:
