§ Baroness Scotland of AsthalMy Lords, I beg to introduce a Bill to make further provision relating to the management of offenders, the functions of local probation boards and prisons; to provide for the appointment and functions of Her Majesty's Commissioner for Offender Management and Prisons; to make provision about fines and other matters relating to sentencing; to make provision for the electronic monitoring of persons on bail; and for connected purposes.
