My Lords, before we start the Second Reading of the Scottish Parliament (Constituencies) Bill, perhaps I may remind the House about timings. We have the Second Reading debate, followed by continuation of the Committee stage of the Higher Education Bill and then an Unstarred Question. If we are to complete our business by the target time of 10 p.m., it would be very helpful if all Back-Bench contributions to the Scottish Parliament (Constituencies) Bill were timed at around 10 minutes.
