28 Clause 15, page 7, line 27, leave out subsections (2) and (3)

The Commons disagree to this amendment for the following reason—

28A Because the regulator should be required to place restrictions on private health care.

28B Earl Howe had given notice of his intention to move, as an amendment to the Motion that the House do not insist on its Amendment No. 28 to which the Commons have disagreed for their Amendment No. 28A, leave out "not".

The noble Earl said: My Lords, although I have tabled Amendment No. 28B, I do not intend to move it.
