My Lords, as the noble and learned Lord knows, I was unable to attend the Grand Committee that debated the order. I had an outstanding question which I put to him this morning in writing. I would have raised it this evening if he had not replied in the interim. I thank him most warmly for the courtesy and comprehensiveness of his reply. The only loss out of the exchange is that any PhD student writing a thesis on housing in Northern Ireland between 1970 and 2005 will now not know what my question and the Lord Privy Seal's answer to it were.
