My Lords, on behalf of my noble friend Lady Symons of Vernham Dean, I beg to move the Motion standing in her name on the Order Paper.

Moved, That the order of commitment of 25th November last be discharged, and that the Bill be committed to a Committee of the Whole House. —(Baroness Crawley.)

My Lords, I wish to make it clear that we thought it right for this Bill originally to go to a Grand Committee. But timing problems for the Government have made that difficult and we acquiesce with this Motion on this occasion.

My Lords, is the noble Baroness aware that a number of people believe that this is the kind of Bill that should not go to a Grand Committee but should be taken on the Floor of the House? We therefore welcome this Motion.
