§ Lord BurlisonMy Lords, as consideration of the Regulatory Reform Bill is now complete, the Unstarred Question is no longer restricted to the one hour that is available for Business in the dinner hour. Instead, a limit of one and a half hours now applies. This, and the fact that the noble Lord, Lord Trefgarne, will not be speaking means that the speaking limits have changed significantly. It may be for the convenience of the House if I say now what those new limits are.
The time available to the noble Lord, Lord Freeman, and myself will be 10 and 12 minutes respectively. The time available for each of the other speakers is increased from four to nine minutes. Let me assure those noble Lords who do not wish to extend their speeches at such short notice that they will attract criticism neither from these Benches nor, I suspect, from any other Bench.
