My Lords, I beg to move the Motion standing in my name on the Order Paper.

Moved, That, pursuant to Standing Order 51, the following Lords be appointed to join with a Committee of the Commons as the Joint Committee on Consolidation Bills:

  • L. Christopher,
  • L. Clyde,
  • V. Colville of Culross,
  • E. Dundee,
  • B. Fookes,
  • L. Hobhouse of Woodborough,
  • L. Janner of Braunstone,

  • L. Razzall,
  • L. Strabolgi;
That the Committee have the power to agree with the Committee of the Commons in the appointment of a Chairman;

That the minutes of evidence taken before the Committee from time to time be printed and, if the Committee think fit, be delivered out; and

That a message be sent to the Commons to propose that the Joint Committee do meet on Tuesday 28th March at a quarter-past four o'clock.—(The Lord Chancellor.)

My Lords, perhaps I may ask the noble and learned Lord a boringly naive question. The second instruction on the Order Paper is that, the minutes of evidence taken before the Committee from time to time be printed and, if the Committee think fit, be delivered out". What does that mean? How does one "deliver out" a minute? Does it mean "to publish"? If so, why does it not say so?
