7C Lord Higgins rose to move, as an amendment to the Motion that the House do not insist on its Amendment No. 7 but do agree with the Commons in their Amendments Nos. 7A and 7B in lieu thereof, to leave out the words after "House" and insert "do insist on its Amendment No. 7".

The noble Lord said: My Lords, I wish to test the opinion of the House. I beg to move Amendment No. 7C.
